ECONOMY MINISTER ADRIEAN VIDEANU: NEW ENERGY STRATEGY IS BEING PREPARED

The global economic crisis caused tectonic shifts in all economic sectors, and energy sector was not spared. Earlier projections for consumption of electricity are not valid anymore, and that is just argument in favour of a brand new energy strategy. We expect the new draft of the strategy in the second half of the year, and we don't intend to prepare it just to put my name on it, but because the changing realities demand a new paper.

DOES MONTENEGRO’S ENERGY FUTURE DEPEND ON PODGORICA ALUMINIUM PLANT?

Under request of the Economy Ministry, COWI Consortium has made a Draft strategic assessment on environmental impact (DSA) for Detailed Spatial Plan (DSP) of Moraca HPPs. COWI recommends to Montenegro to re-assess its energy strategy due to changes in Aluminium Plant Podgorica (APP). Although the Government claims that survival of aluminium industry is a goal, the DSA working version cites more times “forthcoming plant’s closure”. APP participates with 40% in the total Montenegro’s electricity demand, and “the object’s closure (if permanent) will result in surplus compared to currently available electricity.”

EUROPEAN GAS PIPELINES
SCANLED, NORTH STREAM, SOUTH STREAM, NABUCCO REMAIN CERTAIN ONLY IN POLITICAL STATEMENTS

Norwegian gas pipeline Scanled was seen, during the gas supply crisis back in January, as salvation for Europe from its dependence on Russian gas. However, the project is now put on hold until the end of the global economic crisis.
 
In the meantime, Feran Tardelas, the Spokesman for European Energy Commission Andris Piebalgs came forward with a statement on another pipeline.
 
- The European Commission doesn't consider the South Stream pipeline a priority, but it is not opposed to it.For us, the Nabucco project has the priority, since it allows us for diversification of gas supplies. The North Stream pipeline is another priority, regardless of the fact that Gazprom will secure the bulk of the finances needed for its realization - Tardelas said.
 
Viktor Sechine, Russian Vice-Prime Minister, in the meantime, told Piebalgs that Russia has not resolved all the problems surrounding Bulgarian entry into the South Stream Project.
- At this moment, it is of utmost importance for us to secure Bulgarian agreement to join the project - Sechine told Piebalgs.
 
At this moment, the only certainty is that Gazprom will take active participation in modernization of Ukrainian gas pipeline, which transport most of Russian gas delivered to European markets.

WE ARE STUDYING STORAGE OF CARBON DIOXIDE, WE BELIEVE IT WILL BE JOINT PROJECTS WITH ELECTRICITY PRODUCERS

A sector that emits the biggest quantity of gases is electricity production, which is not the main activity of MOL. However, there are still certain problems regarding electricity that are connected to MOL and I would like to say something about it.
 
Modern gas turbines are very efficient tools for reducing emission of carbon dioxide in electricity production, since they emit only a third of the total emission of classic thermal power plants that use coal.
 
Big dependence on gas turbines will not be an acceptable energy measure unless we have reliable and secure gas supply. MOL is dedicated to this objective, both regarding development of gas pipeline infrastructure and investments in facilities for gas storage. We think that security of gas supplies demands a systematic approach: new gas sources and accompanying infrastructure, such as the Nabucco gas pipeline for instance.

EXPECTED MOVEMENTS OF ELECTRICITY PRICES IN 2008

Slovenian companies, previously the industrial ones, for which electricity prices are of great importance, have faced very unpleasant increases in electricity prices for the last two years.
 There are only two possible solutions for the said problem: an increase in transmission capacities towards Austria and construction of production capacities in Slovenia. Higher import from Austria might be accomplished in a few years through construction of the long planned 400kV-grid from Austrian Styria to Burgenland.
However, in order to construct production capacities in Slovenia, we have to remove some obstacles first. According to my forecasts, the electricity price for commercial and industrial consumers will increase by about 20% in 2008, compared to 2007. Unfortunately, I also have to disassociate myself from the said forecast, since movement of electricity prices depends not only on the market criteria – Tomaz Oresic, Marketing Director of EFT Group for Central and West Europe, writes in his text.

EPS' INERTIA INCREASES ELECTRICITY PRICES

The philosophy following this sector, as „an evil omen“ is „a lot of talk, a little of work“, or „little knowledge, a lot of corruption“. In the country where there is no energy, first of all no electricity market, all bad or less good decisions create additional costs, and in monopolistic companies they are covered in only one way – by a price increase. For the citizens – consumers, that means multiple reduction of the standard of life.
 
Namely, how we can explain that, after the „ungrounded“ decision on the electricity price increase (for 15%), the Electric power industry of Serbia (EPS) prepares the public that it will end the current year (2007) with a minimum loss (1) of 6.5 bln dinars (2)!!!!

In its energy policy Serbia should show wisdom and cleverness – at the very beginning it should stop behaving as the vain and superior ruler of a non-existing energy empire. Managing the sector might bring prosperity, but it might also result in a regress of even several decades. In order to be able to talk about the future, the realistically considered situation is the first step towards defining possible options of the energy policy – and reality is often harsh.

ELECTRIC POWER INDUSTRY OF SERBIA (EPS) AND THE CONSUMERS
WHY DO SERBIAN CITIZENS PAY THE SAME ELECTRICITY PRICE AS AMERICAN CONSUMERS?!
An example of an electricity bill for the previous month shows that a kilowatt-hour costs even 5.18 eurocents (or 6.82 $cents/kWh), which opposes the statements of EPS officials that electricity price in Serbia amounts to 4.5 eurocents/kWh, and that it will be increased to 5 eurocents/kWh from April 1st. The data are merciless, and they show that, for example, the average price in the USA is at almost the same level as in Serbia (5.1 $cents/kWh), as well as that an average monthly electricity bill amounts to about 80 US$!!! And all of us know how high the amounts on electricity bills of the Serbian consumers are. Of course, Serbia and USA are not comparable, since the average monthly salary of a Serbian consumer is only a small part of an average American’s incomes. continue

Toplifikacija Skopje /District Heating Company/, as the largest heat distributor in Macedonia, covers 40 percents of needs of the City of Skopje. Heat for the consumption needs of the Skopje population is also produced by the state company Elektrani na Makedonija (ELEM), through its Skopje branch office Energetika, which disposes with 70 MW, but currently uses only 40 MW. continue

Bulgarian energy sector is the first among the countries in the South East Europe region that has experienced real tectonic changes in the transition process. Entering capitalism from socialism, the country has experienced useful but very painful changes in the energy sector. It seems that it hasn’t overcome the partial closing down of the nuclear power plant Kozloduy yet, which was a condition for its admission to EU. It also has problems in creating new energy relations with Russia, which are still burdened by bad memories related to the Russians, from the time when the country was under an absolute dictate of the Soviet Union. The fact that the Bulgarians still remember the bad Russian past was shown when the contract with Gasprom was renewed, when the Bulgarian Minister of Energy was addressed with insulting words, among which those saying that he was a Russophile were the mildest negative epithets related to his name. In today’s issue of the Column My View, exclusively for Energyobserver, Rumen Ovcharov, Minister of Economy and Energy in the Government of the Republic of Bulgaria, speaks about the current situation and future plans of the Bulgarian energy sector. continue

IS MOSCOW STILL ENERGY BULLY IN THE EYES OF BRUSSELS?

With the arrival of winter, many residents of Central and Eastern Europe are probably recalling last year’s cold, when Russia decided to stop gas supplies to Ukraine. That was a harsh reminder that gas is currently Kremlin’s most important political instrument, used by Moscow to bring back the privilege it once had in the countries it now deems are in other camp. If Russia is allowed to continue imposing her rules in Europe’s energy supply sector, the result will be very expensive, not only for Europe, but for Russia as well.
